The WHT and WFU Project
On January 21, 2021, the NSW Government granted approval for the WHTP and WFU project, as a Critical State Significant Infrastructure Project. His approval wasn’t carte blanche. It came with detailed "Ministerial Conditions of Approval" – primarily designed to protect residents and the environment. A summary of the key conditions that relate to on-street parking is provided in Parking.
Project Stages
The mammoth WHT and WFU project comprises ten stages, with the following three pivotal stages taking place at the Cammeray Golf Course (CGC) and other smaller sites around Cameray:
-
Stage 1B: Initial Preparations - at Cammeray Golf Course
-
Stage 2: Warringah Freeway Upgrade - Cammeray Golf Course is one of the pivotal sites
-
Stage 3B: Western Harbour Tunnel - Nothern tunnelling and integration works (Stage 2 of WHT project)
Project Timing
The table below - taken from the Project Staging Report - shows that the timing of the key stages for Cammeray:
-
Stage 1B: Initial Preparations - should have been completed in May 2023, however current monitoring reports suggest it is still underway. TfNSW have been asked to confirm this.
-
Stage 2: Warringah Freeway Upgrade -kicked off early last year, and is scheduled for completion in the first half of 2026.
-
Stage 3B: Western Harbour Tunnel - is shown as having kicked off last year and being completed in 2028. However recent documentation from the project said it was starting in Cammeray on the 17th of July 2023. (We have requested confirmation from TfNSW as to whether it is underway.)
With all three stages currently underway concurrently, we've got at least another five years of living with the impost of the current construction woes - and a lot longer to live with it's outcomes.
Project Documents
There are a number of key documents relevant to the issues raised on this site. Whilst there is a 'Community Portal' where all current documents are supposed to reside, they are difficult to find due to inconsistent naming conventions and very high level groupings. I ended up writing to Transport to get specific links to documents as I was unable to find them in the maze of documents. So I've provided links to the key documents I've located on the portal here - with a little more explanation around them, for those who want to do their own digging.
Documents for the overall Project
The following are some of the key documents relating to the overall project:
-
The Initial Environmental Impact Statement - January 2020, inviting input from the community
-
The EIS Submissions Report - September 2020, a summary of submissions and recommended responses
-
Ministerial Conditions of Approval - January 2021, project sign-off, and the conditions that surround it
-
Staging Report - March 2023 estimated project timeframes
Documents relating to Parking and Traffic Management
Plans and Strategies for each stage
The following are some of the plans and strategies that impact the main Cammeray construction site (CGC). I say 'some' as there were some documents that I was unable to get hold of. Most notably, there is supposed to be a 'site-specific Traffic Management Plan' for Cammeray Golf Course. However, despite having requested it on a number of occassions, I have had no response on this. Given that the Project Team were otherwise very responsive to my requests for documents - I can only assume that those that were not provided do not exist. Here's what I could get.

Monitoring Reports for each stage
The following are some of the Monitoring Reports. Each Stage does their own report. And these have been challenging to come by. The 2nd quarter report for Stage 2 was not released until September 19, 2023 - nearly three months after the quarter end, and more than four and a half months since the previous report. I have yet to locate a report for Stage 3B.

Stage 2 Monitoring Report for Q2 - 19 September 2023 (written by CP Downer)
