November 5: Complaint escalated to the Department of Planning
Since September 19, Cammeray Voices has been publishing the community's collective concerns regarding the WHT and WFU project - with our initial focus being on parking.
After launching our site, we reached out to CP Downer and Transport for NSW (TfNSW) —the main entities currently responsible for compliance with Ministerial Conditions. We requested answers to the persistent parking problems. We also sent copies of our campaign to local policymakers, including Tim James MP and the North Sydney Council.
No meaningful response from CP Downer or TfNSW
A full response from CP Downer and TfNSW, expected within a 10-day period as per the Project's documented complaints process, has not happened. As of 1 November 2023, some six weeks since our initial complaint, we have received placating emails with excuses and little substance (see below).
TfNSW's assurances in those emails, such as the cessation of shuttle bus operations in residential streets, have not been honored, as shuttle activity has continued unabated. What's worse, one Project Team member admitted to one of our community members that the signs on electricity poles and notes posted on cars (see left) have been created purely to placate "complaining residents" - and that they have no intention of stopping workers from parking on our streets.
Ongoing lack of accountability and true oversight - "WFU" indeed
This disappointing track record from CP Downer and TfNSW points to a broader issue: a stark lack of accountability and oversight. Their dismissive approach to community concerns and violation of Ministerial Conditions is both alarming and unacceptable. The project’s acronym "WFU" is gaining an ironic and unfortunate dual meaning amongst those affected.
Issues escalted to the Department of Planning
In the face of this inadequate response and inaction, we've escalated matters to the Department of Planning. On November 5, 2023, we submitted a comprehensive complaint outlining our grievances, particularly concerning the non-compliance with Ministerial Condition E140. This significant move underlines our commitment to demanding accountability and ensuring our community's voice is taken seriously.
Other community groups are going through the same thing
We are not alone in our struggle. Collaboration with other community groups in the area who are facing similar challenges has strengthened our resolve. Together, we are determined to pursue all necessary measures, including the consideration of independent complaints assessments and, if required, bringing the matter before oversight bodies such as the ICAC.

New processes have been put in place: which effectively see residents policing workers parkers where they shouldn't and shuttle busses being where they are not supposed to be. (We have replied to say that this was not our job).

Regarding ongoing sightings of Shuttle Busses: "Our investigations are ongoing to determine who is responsible. While it has been confirmed the bus was not directly working for the Warringah Freeway Upgrade's principal contractor, we are looking into whether it was one of the project's subcontractors."

11 Oct '23: Transport for NSW advised they have not yet completed their response but intended to have it to us by Friday 13 October.

Regarding Shuttle Busses: "we have taken significant steps internally to put an end to the shuttlebus using local streets to pick up and drop off workers, and have stepped up the governance around this. I hope this had made a difference.....While we now believe this should be the end of this behaviour, if you do see it happen again, please let us know."

CP Downer

19 Sept '23: CP Downer sent through an email the same day they received the website. However as their email didn't really respond to the issues raised, they've been asked to reconsider their response.
To date - no further response has been received despite the requirement for them to both log the response and reply within 10 days.
North Sydney Council
Local Parking Authorities
3 Oct '23: Council has no further news for us at this stage - but they confirmed that they are continuing to push for better outcomes.
19 Sept '23: Various members of council have a copy of the website. Although they don't have any direct control over this project - they are consulted and do provide input. We will let you know when any response to the issues raised is provided.
Tim James MP
Local MP
16 Oct '23: The planned meeting with Tim James and Minister Graham was cancelled. However a meeting with Tim James and the department did go ahead. Tim James advises that he made it clear that the parking problems - and other issues that residents are dealing with - but be dealt with.
21 Sept '23: Tim James advised he had set up a meeting with the Minister in charge of this issues - John Graham, in early October.
